Bug Report: Exported CSV file has incorrect character encoding

We've been experiencing a persistent issue with CSV exports. When we export a list of tickets, any special characters in the ticket subject or description are not encoded correctly. For example, any text with an accent, like 'café', is rendered as 'café'. This is causing significant problems for our data analysis team, who have to manually clean the files before they can be used. We've tried opening the file in different applications (Excel, Google Sheets, Numbers) and the issue persists. This seems to be an issue with the file being generated in UTF-8 without a BOM.
